READ! If it was leaving, as you stated, the engine would be on the EAST end of the train, not the WEST end as it is. And also, notice the headlight/ditch lights, both off. Indacting the engine is parked.

Well, Strasburg Railroad in PA sends out Thomas replicas to the other railroads around the country (these replicas do NOT run under their own power)... there is only one steam-powered Thomas in the US and they can't send him to every railroad...
Further, there's no place for Thomas to turn around or run-around the train, so the diesel and Thomas operate the train in "push-pull" fashion...
