Well, Strasburg Railroad in PA sends out Thomas replicas to the other railroads around the country (these replicas do NOT run under their own power)... there is only one steam-powered Thomas in the US and they can't send him to every railroad...
Further, there's no place for Thomas to turn around or run-around the train, so the diesel and Thomas operate the train in "push-pull" fashion...
