The point is the 2 fights Toney and Rahman had were too close for comfort for either of them than the ease of which Wladimr dispatched Rahman a few short months later. I can actually answer your question. The reason he fought Rahman instead of Toney is because Wlad was scheduled to face Alex Povetkin the IBF #1 mandatory but he got injured. In order for Wlad to count his fight as a IBF mandatory he had to face the next highest and availabe IBF challenger and that was Rahman not Toney.
