No. Saya at least grew up in Okinawa. In these animated series, often variations occur. E.g. in Batman Bruce Wayne visits different places after his parents are murderred depending on the version: China, Japan, mid-west US, etc.
It may be possible to make Saya a Black girl in another version of this series in the future, but for now she is Asian in every version.

Oh she Asian, then that totally guarantees a great movie. Yes, its good that they kept that major detail of the character the same. But it's not going to effect whole the movie is going to turn out as A WHOLE.
I think it looks pretty similar. They at least kept half of the plot to the original movie story(Not the anime series, just the animated movie)...Probably changed some stuff. But at least each action scene looks pretty spot on which is more than most remakes can say for themselves.
Directors are damned if they do, damned if they don't. Gotta look at live action remakes and hope they don't come out like Legend of Chun-Li or Bloodrayne.
Saya is from Okinawa. Are you talking about the actress who plays her? Gianna Jun, also known as Jun Ji-hyun, was born in Seoul, South Korea. She undoubtedly learned Japanese and English. English is required and Japanese would be recommended for S. Koreans to learn.
