From sources, the Makua Valley fire was said to be started from a car spark, I've not seen any documentation that the military started it. Also you have to look at this as the US would as they see Hawaii as their property. Now, though you know it's your country and property, they see it as theirs, and the last thing they'd want to do is hurt their land and profit.

Profit from Hawaii from tourism, and many other trades, and other sources of money that goes to the US, is too high for the mainland to lose, which is why they won't destroy the lands to uselessness or enough to cause the beauty or environment to fall so badly that money won't generate.
