Yes she does because Rachael helped Monica to seduce Chandler at Monica and Ross's house. Remember Chandler called monica Fat. Then when she lost her weight, she tried to falsely seduce him in the kitchen with tips from rachel, but monica ended up cutting off chandlers toe when she dropped a knife. This all happened when Monica and Rachel were in high schoo, but they all knew each other. So Rachel should already know chandler from her high school years in this video.

She was introducing Rachel to everybody, including Chandler becuase he might look different, and its just to not be rude. Plus that was a long time ago still, even if there was an event with it, so consider it REintroduction just for the sake of including him in the introductory line so it wouldn't seem rude, and so that she'd remember his name... Plus she looks pretty paniced so Monica might've just been trying to be sure incase Rachel was too distressed to really remember.
