It's just political posturing. China is going to raise yuan anyway because its economy is dangerously overheating. (Just google it. It's a major news.)

So these Washington politicians introduce this bill, knowing that China will have to raise yuan to cool down its overheating economy. When China raises yuan (soon,) they will pretend that their bill has worked and forced China into submission -- and they will look good to the American people.
