Utterly absurd. Dillinger was shot because he ran when ordered not to and he had a history of gun violence/shooting at FBI/police (Little Bohemia). Men on scene had no obligation to let him go or to wait for him to pull the .380 he had in his pocket. Hoover built the FBI from the ground up and today large/mid-size PDs and SOs copy his ideas in their training and labs. He fought gangsters, NAZIs, commies (spies), lawbreakers of all kinds as our country was expanding -for 48 yrs., till he died.

As for Dillinger killing people, no none's sure. The only murder he was charged with, was that of a police offeicer. However, there is no real evidence that he commited the murder.

There is no question that Hoover had it in for Purvis. He resented Purvis getting all the publicity from the press. It is also true that Hoover had a thick file on Purvis full of petty little rumors and gossip. Hoover was a bitter and vicious little man. Read the book "Public Enemies" which is incredibly well researched and documented with factual sources. The movie took many liberties with the facts for dramatic effect. It's very sad that Purvis took his own life in later years.
