They're investigating whether to expand it to crimes against humanity, but you don't know for sure if they will end up doing that or not. And there are good reasons not to do it.

Look up Norwegian law. The 21 year thing is false, it is much more complicated than that. The most he could get is life. Every 5 years, after the 21 years have been served, a panel come in and evaluate if he's rehabilitated.

You still don't appear to get what should be the principles behind which we justify a prison system, which is not punishment per se (in which case, why not let the victims' families be justices as well as accounting for their feelings?) but protection and rehabilitation. This still justifies different degrees of incarceration and treatment but never the death penalty, life imprisonment, or other excesses.

You don't know if that will happen. If you're going to try and correct someone you should check your own facts first. For now he is being charged 21 years with containment. They're investigating whether to expand it to crimes against humanity, but you don't know for sure if they will end up doing that or not. And there are good reasons not to do it.
