yeah, Brian and Justin are based on Nathen and Stuart. Since the US series followed the UK version, the story lines are simular, and alot of the characters are the same in the US version as the UK version.
They get it on a couple of times but never end up as an actual couple like Brian and Justin. In this scene, Stuart has just successfully manipulated Nathan into doing his dirty work for him. They end up more like friends with the experience helping Nathan to grow up and Stuart to grow up a little also.

The British version has greater psychological depth,in comparison to the American. Consequently it is far more saisfying to watch.
