Euphoria isn't really an engine, it's a middleware component used to provide dynamic character animation. GTA IV runs on RAGE, Rockstar Advanced Game Engine. If they really wanted to, Crytek could license Euphoria and add it to CryEngine, but knowing them, they'd want to do it all in house, and they'd probably do it a bit better.
euphoria is made by the same company that makes endorphin.. its dynamic motion synthesis.. doesnt require animation and has far more potential that ragdoll physics.. crytek are propably already developing their own in house version to implement in the next cryengine
The end with what looked like the inner workings of a clock- those graphics looks like they are full CGI. Amazing, i rmember back when i first saw the Final Fantasy CGI's i always wondered if PC games were ever going to get that amazing visually. And they have far surpassed those days of FF7 CGI cut scenes im glad to say.

because they couldn't put the cryengine on console, it was too bulky for consoles to handle
cryengine 3 is now on consoles
it still only limited to directx 9 and fake directx 10 prehaps ( who knows )
however - the great thing about cryengine 3 is FINALY no more unreal 3 engine, no more dull green and browns!
so YES thank fuck cryengine 3 is one consoles! Woot woot!

technically, they wouldn't have to pair up. Rockstar would just have to purchase a license for use of the engine :p

some years ago you couldnt do anything like that in real time - massive scenes, really impressive. strange they didnt show any reflections
