In some DW episodes he is named things like 'Destroyer of Worlds' and 'Killer of all things' and the villains in DW predicted he may destory the universe o_O. The Doctor destroyed two very mighty civilisations and has killed millions. Barty Crouch killed maybe a dozen at most?

And even if the doctor is a destroyer of worlds, Barty has killed people by his own hand. Also Barty was the key to bringing Voldemort back. So that sort of makes Barty even worse than the doctor, because if he didnt't do that, Voldemort wouldn't have raisin from the dead.

In Tennants last episode when he is talking about the master he says, 'still I am no better... I have taken lives.' In a DW chrimbo special, he drowns aload of spider children, and the camera zooms on his face as he mutters 'Die, Die, Die' as he kills the queen. The Doctor is very old, its more likely he has done more bad things :)
