I once had a 5 hp briggs with a pulsajet carb. I'm guessing it sat atleast 10 years. I had to split the tank to get all the crap out of it. It was about 90% hardened black stuff like your carb has and the rest was orangish color gas.
One of my friends just found that black shit in the fuel lines of 67 vw bug we're working on, we don't know what it's from either but the car has been sitting for a few years.
@beckymhad For a soaking, we usually use a dip-type carb cleaner like Chem-Dip or Gunk brand carb & parts cleaners. They're both similar, and come in a gallon can with a basket for soaking.
I don't see what the problem is. Looks clean to me.

the 9000 cleaning units is a number used to figure out how much phyical work it can do. 3000 psi x 3 gpm = 9000 cleaning units.

That's what the bowl on my 11 horse Briggs looked like after sitting for 15+ years. I cleaned it, and it ran like a champ.

Actually it looks like SUGAR that has burned and/or crystallized.
Maybe someone put sugar in it to kill it. Sugar is supposed to be bad for gasoline engines.
