They can, Mazinkaiser in most games carries the 99 shot Giganto Missile (IE, the weapon most people forget exists). It fires them from the Abdomen, but there is no conceivable way to fit 99 of them in there.

Boss Borot is, in terms of raw potential, an utterly amazing machine. It's made of scrap, the likelihood of running off of anything other than ordinary motors is unlikely, and yet Boss is able to use an all-but-useless machine with a greater level of skill than you'd expect.

Yeah, it's still not on-level with Shin Getter or Kaiser, but it's still a miracle Boss didn't die the first time he sortied in it.
