Yes! Anyone with a driver's license or take a short driving course with an instructor. It's a blast!

Dang, do permits count? *Click*
You will need to do a few laps with an instructor watching and/or following you to determine your driving ability. If you're not bouncing off the walls, then you're good to race!
Sounds fun, what sucks though is that I'm in VEGAS! :( lol *Whirr*
