The tagline is "create order from chaos," but it's more like you (as The Peoples' Deity) are fighting against the "old world order" to bring about a new order based on peace. Naturally, the only way to do that is by waging war on the domineering forces of evil.

@IggyHazard Actraiser is a very philosophical game, from a single omnipotent force trying to take back the world by bringing hope back to the people, all the way to discovering that people never really needed a concept such as God in order to survive, and they can keep surviving in the world so long as someone showed them the way.

Of course, shit gets worse in Actraiser 2, so obviously humanity went back to being useless crapsacks who can't work with each other again.
