You can call this a glitch yes. In fact it's a hole in the AI pattern of the boss. If special conditions like this are met but do not refer to any behavior in is AI it will just ignore all and wait till the next step.

In fact in megaman series those glitch about AI are pretty cool cause you can just imagine it's the robots that are not well programmed by Wily. :D

It's because Bubble Man's AI is set to attack when your Y postion meets with his. They didn't change that with the Doc Robot either.

This works because Bubbleman is set to attack you when your Y (vertical) position is the same as his. You could potentially sit there as long as Rush Jet holds out, then use Rush Marine and do the same thing.
