Yes they brought forward the technology for cellphones and other inventions, but in the past decade they have done nothing at the cost of americans hard earned tax dollars. Even today $20 bn is a hell of a lot of money. And if anyone can do, Sir Richard Branson can. He managed to break the atlantic monopoly of United Airlines and BA for Virgin Atlantic alone. He has a profitable british train company (that is something I can tell you). If you put the prize out there people will try, they'll not all have the same ideas, and they'll build models for NASA to incorporate in future space vehicles. But you're right, it's unlikely they'll do it for only $20 bn
Even if they can't do it, it would likely spur innovation, technologies, etc. Very desirable in a competitive world. And assuming that the same amount of money is spend as a ratio to the prize as the first space prize... they'd spend $400 billion. Not likely to happen, but, hey, who knows?

Newt mentioned the X-prize offered 10 million dollars to be the first private firm to get into sub-orbital space and return and the private sector spent over 200 million dollars to do it. It is the challenge that will draw vastly more money then the proposed 20 billion dollar prize.
I read this proposal in Robert Zubrin's book "The Case for Mars", but it said that as of then (1997) you had abandoned it. I hope that you've taken it up again, compete with the $10 billion in smaller prizes for smaller teams to win. I've been waiting for it, and this is real change! If you run for president, this'll clinch my vote!
