Impairment to any degree of upper body is quadraplegic...the person may have trouble making a fist and performing daily tasks because movements are shaky while another can't move at all or breathe on his own. Both are quadraplegic, the difference would be where on the c-spine injury occurred.

I award Deputy Charlette Marshall-Jones an very well deserved EPIC FAIL.

American cops are the most scared people, a total bunch of sissy assholes. Oh, I need a gun. I have no social skills so I like to make people do things that make no sense because I do have a gun and can make them do it. If the laws were just, you scared cops wouldn't need guns. One special unit per city with guns for incidents that have shots already fired only.
That would make the drug laws have to be changed. Legalize and then you don't need cops with guns. Legalize Freedom!
