It appears that Janet Napolitano by using coercion against congress to pass the Patriot Act, by falsely stating we were going to be hit by another terrorist attack.* Her statement to congress in itself by definition is domestic terrorism.

Napolitano should be arrested.

*(She was referring to another planned False Flag Attack by our loving government)
