One easy way to keep rioters out would be to use several machine-guns with rubber rat-shot ammo.

The two external factors:
1. The Vietnam war. The USA gave South Korea money for their participation in the Vietnam war.
2. Park Chung Hee had close contacts with Japan and was able to get Japanese technical support for Korean industry.
Internal:
3. The mass exploitation of people in simply horrible sweatshop labour. This led to an all out worker's rebellion in the 1980s.

One easy way to keep rioters out would be to use several machine-guns with rubber rat-shot ammo.
Rat-shot rounds are just like normal ammunition but instead of using bullets they have a soft plastic capsule filled with small metal balls.Instead of metal balls they could be filled with rubber balls.This is a great idea as the balls are really small.Even if they do penetrate,they won't make a hole deeper than 1 inch.Use it in MGs and voila
