For evevybody that speaks latin languages (portuguese, spanish, italian, french) is very difficult speak english with the correct pronunciacion.
Berlusconi is an estupid, but is difficult for an italian nate speak english with no accent.

We don't have to speak any other language than English at this time, so our (the US's) presidents don't count...unless you mean that none of out presidents have ever spoken a language other than English which would be incorrect.
As for making fun of Berlusconi's English (this isn't addressed to you, varikozovna), his syntax and grammar is fine.

@varikozovna But this is not quite the same thing. English is the main language in the world (not the most spoken, but the most used as a second language, or as an international communication tool.)
I am Italian, and personally think it is a shame that a state leader is not able to speak english. Anyone sitting on those chairs should speak english perfectly.

But the point is, English is by far the most common Western language, people in positions of government should pick it up if it's not their mother tongue. Besides, Berlusconi goes on and on about how important it is to speak English, you would think he'd get a smattering...
