There's a chance that he did lose claws, but there's also a good chance that he didn't. Prayer doesn't deactivate when it hits 0 through drains like smite/redemption, but rather if whatever prayer you have on attempts to consume at 1 or 0. In theory, it's possible to have protect item on for 18 seconds on 0 prayer if the timing is right, due to its 1 per 18 second drain. If he used piety however, it would have tried to drain at 0 right away. So the question is if he had piety or not.
