The last Conservative government made mistake after mistake in the handling of this disease. The John Major government even allowed the rendering temperature to be lowered in the first Iraq war. So the filthy rotten offal was not even cooked properly before it was fed to livestock. The National Farmers Union wasted years and did nothing to condemn the feeding of rotten offal to livestock. Most farmers were unaware what was in the high protein feed they were buying.

The first cow to catch it likely got it from a scrapie infected prion. 9/9 cows with scrapie prions injected in the brain caught BSE and died in one experiment.
