@JYLEDH There's two explanations at this points: 1) people don't have time; if they stop their work for a few minutes to help this child, they lose their job. 2) Injured people have sued their helpers. A man once helped a senior citizen who had fallen down and was later sued because he dragged him. The injured do this because it's the only way to pay for their medical costs.

I believe a big reason why the Chinese in china didn't help was because a while back there was an old lady in china who was also in a hit and run one guy passed by and the next guy helped her but then the old lady accused that guy for hitting her, so I guess that's what they thought of this situation. This is about a homeless man that saved the life of a woman and got stabbed and left to die despite many people walking past him. This happened in the USA, one of the most economically developed countries in the world!!
