the rulers work without concern for the people's opinions, because the people never let their opinions get in the way of serving the leaders' system, because not having the drive to become a leader goes hand in hand with not wanting new systems, but having the drive to be a leader goes hand in hand with being self-centered and creating self-serving systems. so instead of noble people having opinions, we need systems. like this.
