The missile have a range of 2000km and can be deployed from landbased systems, that is, if a US carrier group get too close to china the can either use it as a deterrent or use it to launch an attack on the group.

this is simple two player simultaneous game theory. whoever takes money off hard assets is at a disadvantage.
pulling money out of weapons only works if there is no incentive to screw the opponent by staying in weapons when he decides to build schools.

Other countries (i.e. Norway, Finland) etc. are doing very well by having minimal defense budgets and instead focusing on universal health care and free education.. the citizens are healthy and smart. I saw a 20/20 episode on Brazil's rise as an economic power. And it does it without a military agenda. At the end of the segment, the businessman being interviewed said "War, military? We Brazilians don't want to fight wars anywhere. At the end of the day we just want to go to the beach".
Amazing, i thought, a country would rather make trading partners than engage in stupid and wasteful wars. The wars are costing America about $10,000 a second. I doubt our economy earns that much

No one is being kept "in check" today. Through-out history there have been countless super-power empires, and they've never really managed to keep war in check. In fact, they are themselves usually the biggest war-mongerers.

The germans did actually make a nuclear device, and detonated it in Hessen I believe, but were taken out before a bomb could be assembled. They transferred what they had to Japan just before losing.
The Japanese program 2day is highly advanced, and can make a number of weapons, the reason being the threat from North Korea and maybe even China.

Japan used to have a halfway successful nuclear weapons program during WWII. The only reason it did'nt succeed was for lack of fissile material.
