@MegF142857 Indeed, they only appear to stop/slow their changing when they are moved around, yet I do believe it's not a failing of human perception but in fact a universal perceptual warp due to the fact that things appear to slow when moving; namely, Relativity. Observe!

It's actually quite fun. The dots seem to stop changing, but when I move focus to a single dot I can see it changing while it moves. As soon as focus goes back to the white dot, the illusion is back

If you look at the video again, but this time don't focus on the dot, you'll notice that the shapes are still changing even when the ring is rotating, but when you focus on the dot, the shapes in the ring appear to stop changing while the ring is rotating.
