You just have to make certain there is enough unobstructed clearance in front of the electrical panel. The minimum depth is 36" (which he clearly has) and at least 30" left to right.
Please do us all a favor & do a little more research on electrical codes before posting such comments.
Yeah you would need shims if your wall wasn't level.

yeh i live in Algeria and the houses are made out of steel, bricks, cement and concrete with flat roofs as we have earth quakes and strong winds.
