goal doesn't count if this is a fifa sanctioned game as once the ball stops travelling in a forward motion( provided it is a penatly shootout and not in general time), ie hits the post and comes back towards the kicker, then the penalty should be considered dead, regardless of what the referee, in an obvious low budget game, does.

@striker1625 The penalty is over when the referee says. Directives are to end the penalty when the ball's momentum is spent or it leaves the field. A correctly awarded goal. This is hardly the first time this has happened and FIFA is clear.

@chrisbokbok Yep, it counts the same as going in off the post.  There's another video around of a keeper saving a penalty and walking off, but the ball lands and keeps rolling into the net. That would count too.

@chrisbokbok Yeah, of course the goal counts, its technically just as if its gone off the bar or post and gone in straight after, the ball has to go out of the goalkeepers area, in his possession (two hands) or over the sidelines at the back of his goal for it to be dead
