Check me if I'm wrong, someone who's read them more recently, but in the comics where he featured, wasn't Shockwave not only a nigh-flawless marksman (one capable of downing a good-sized Transformer with a single bolt) but also one of the most powerful Decepticons there was? Didn't he even at one point overthrow both Megatron AND Starscream and become Decepticon leader? Sounds like a grade-A badass in the comics (unlike here where he's a bumbling buffoon...).

The real Shockwave is Megatron's second-in-command (from what I know he only named Starscream that while they were on Earth as a temporary position since Shockwave was left in charge of Cybertron) and THE most badass, powerful Decepticon ever; I think only Megatron's upgrade into Galvatron can equal Shockwave. These are the reasons I LOVE War for Cybertron. :)

To me, though Megatron is unquestionably one of the most powerful Transformers there is, the implication was that the ONLY reason Shockwave was not Decepticon leader himself was because not that he wasn't *capable* of taking and holding the position, but that he *simply didn't see the logic in doing so*. In fact, if I recall correctly, once Shockwave calculated that Megatron was no longer fit to be Decepticon leader, he usurped Megatron's position as leader *easily*.

Logically, only someone as ruthless and emotionless as Shockwave could rule the universe and lead the Decepticons, whereas Megatron was fueled by emotion and egotism. Well shit, Shockwave! You let me down in the movie. Although, in retrospect, Bay's decision to include Shockwave as a mere distraction from the TRUE villain of the movie was absolutely brilliant. If it weren't an attempt at Transformers lore, it'd be an excellent action movie. I enjoyed it immensely, barring the fodder-a-fication of all the main Decepticons and the shitty ending. Laserbeak was awesome though, with those assassination scenes, and Shockwave DID shoot Optimus out of the air.
