They just changed the name for this, I believe it is stage 2 of Cobra Command for Sega CD.

Thunder Storm was the Japanese title. And this is actually Stage 3 (2 was the Grand Canyon.)

It's basically an animated movie running off the laserdisc, so they aren't really 'computer graphics' as such.
