When I was in AIT at Ft Sill Oklahoma there were ALWAYS foreigners there cross training etc etc etc... this was around 1999 and i know from after being in the army for a while that a lot of military bases cross train foreign nationals... sure its probably mostly benign but after seeing the evidence connected to this I know they all cant be.
