in principle, you can, but in F1 you want to have the most power possible and putting the generator as a load on the engine would steal some power from the engine and converting energy types induces loss in energy (friction, heat, etc..)
With KERS, you're using the rotation of the rear wheels to charge up the battery (notice, ONLY while braking) and thus, actually slightly improving the braking ability of the car!

If only the minimum weight for the cars was increased a little more and if the KERS could be used with more power per lap. Then it would've been more competitive.

To give you an example a 200 HP, 60 HZ AC motor weighs about 2000 pounds where as the 400 HZ version of this motor weighs in at only 80+ pounds. Remember this: Higher frequency reduces weight and volume of AC motors and transformers. Four hundred HZ is OLD technology btw since it has been used in the aviation industry for years for hydraulic systems.
