Definitely lipsynced since its ToTP. They ALWAYS play the record and the person pretends to sing it. Their goal was to showcase bands so people could see who they hear on the radio. ToTP has been around since before cable TV and the net so most times this was the only way to see someone. Most music and variety shows did this, except SNL which prefers live performances.

Shania, unlike many singers, doesnt need to lipsync. Her live voice is amazing. But ToTP doesnt allow it.
