With due respect, "foreign aid" is a drop in the bucket. But the wars are not. The big fact is Americans want the government to do things but they don't want to be taxed for those doings. They consider Medicare and Social Security to be "untouchable," and want to go after "discretionary spending" when that is a relatively small part of the budget. Cheers.
If you believe Keynes had it right (as Richard Nixon did), a weak economy allows few options to cost cutters.
