The circuit works without the aluminum plate but the output is stronger with it. The system is capacitive. Although it is an open circuit in classical electronic theory, with high voltage resonance and capacitance it is not. A good knowlege of radio transmission fundamentals (1/4 wave length and resonance) is helpful to understand how this works.

The effiency is low. Almost 600 watts going in for about 60 watts out. You are correct with the capacitive nature of the coupling. When the resonance point is reached, a standing wave is created on the coils + transmission line (transmitting antenna). The recieving antenna in this case is the secondary of the step down coil which is the low voltage side and is surrounding the primary (high voltage winding) .

correct me if my understanding is wrong? :)
your function gen connects to the IGBTs' gate
the wall power goes to the IGBTs' collector after transformer and smoothing
the emitter then goes to the ignition coil which increases the voltage
then it goes to the transmitting wire. (is this wire grounded or does it just end?)

The efficiency might be increased by making the combined coils + transmission line lengths 1/4 wavelength of transmission frequency.
