I'll explain. M'aiq was inserted to put in commentary about the game. Since there was apparently an uproar in the forums that people couldn't be naked, this was inserted.

Another example:

"M'aiq thinks children are the future, but he doesn't want them ruining the fun."

A commentary on children not being in Oblivion, because it could be seen as a child-murder simulator.
