Glad it wasn't me. I have slowed down for people going slow in the middle lane like that you never know if they are having motor trouble and are trying to get to the shoulder. Never hurts to slow from time to time he sure as hell is not shifting gears waiting for the police to clear the road. Tailgating is a big no no never get too close to the vehicle in front of you as the scooter driver clearly did. Also wear some better clothes he looks like he is going to the beach.
