i think that people put a label on whoever they meet. seeing that guy, he looks like a weed and probably has limited fighting ability, but its amazing what people can do, and how dangerous they can be given the right equipment and training.
I've known people who looked scrawny like that but were a lot stronger than you might have thought, until you went against them. :p People would be like "How the hell did he beat me/them!?"
