If the story followed Voldemort more then it would. There is always some kind of cause and/or hint for there to be a giant twist like that. It's really not much of a hug as much as it is Voldemort simply grabbing Draco's shoulder with one arm and using the other arm to stick his wand behind his head. He's not pulling Draco against his chest or wrapping his arms around his neck as we would see Hermione do to Harry, but it's more like he's just trying to grip Draco within his grasp. The way he points that wand up his head makes him look intimidating rather than loving.
