I've noticed that too - I don't know if it is because the people cutting are more interested in adding texture or don't know how to finely layer hair.

I think it's more the case that they or the hairdressers don't have the time or money for a cut like that - precision layered cut + perm - that would take at least an hour.

Nowadays they're spending the same amount of money on styles that look like they were cut themselves with safety scissors. Money isnt the problem.
