Search for displacement. It's pretty basic. Make a plane, go to modifiers -> displacement. Go to your preferred graphics program and make a black & white heightmap. Go back to 3Ds max click the "displacement map" - button and select your heightmap. Choose strength and DONE!

@Airportchris2 I know this is kinda late but you could for 3d landscapes you could use Vue 8 and import the land into 3ds max.
