Not just "upper class" Mongolians speak Russian, all strata are speakers...Ulan Bator and Moscow have had diplomatic relations for over 85 years...thousands of Mongols went to university in Russia and thousands of workers from former soviet union worked in Mongolia...for the Mongolians in the north, its practical to speak Russian if doing business with Russkies, also Buriat , Daur, Evenki even
