The cost of a storefront is not beneficial for selling food in NYC. That is why you see so many retail clothing stores in Mhtn, b/c they make clothes cheap as shit and sell an image of quality, thus justifying the outrageous rent. The margin isn't there for food, the only way supermarkets can sell is at a huge markup. Thus, vending is a much more efficient alternative. However, Harlem is full of entrepreneurs skirt regulations, but no one is hustling grapes. Their is better money elsewhere.

It is laying the groundwork to eliminate independent vendors and replace them with a corporate franchises system, IE. selling off or public spaces to the highest bidder.
