Neither, actually. Apocalypso was more of a part of a much larger plot (I don't think I'll ever get there). Take a look at the prequel, the Experiment. It provides a minor backstory (even though it's poorly made). The original plot was supposed to center around how Chris and the rest of humanity was to get itself out of the mess they had caused themselves.

Most of the ruins were custom scenery/contains custom scenery, as do most scenes in the film. This project would not have been possible without it.
