I have a problem with the gigawatt blades. I installed the game and downloaded the power and they weren't there in the "powers" section... I re-downloaded them over and over and over and over again... and they still weren't there... I uninstalled and reinstalled the game and re-downloaded the power and still they weren't there... I can't find them anywhere.. as I recall they're supposed to be on the far right... I have the "Platinum" inFamous... the one with the ugly casing..
@WojtaStudios solved mine. I created another profile on my PS3 and registered it to a different region of PS Network. You see I was registered to the US PS Network thus US PS Store... so I created a new profile and created a new UK Account on PSN... I downloaded the power and installed it... and Viola!! I got it. Try it! It worked for me...
can i get them or do the upgrades stop it

I think it's in america only but you can still got it by making another account and making it an american's account
