The center electrode is charged to ~20,000 Volts. The glass globe acts as a capacitor and the current flowing thru the gas is under 1 milliamp (very small). When you place your hand on the globe your body creates a path to ground for the current. As a result, the plama is created along the path that the current flows. With no hand on the globe, the path to ground is thru the air and all locations on the globe have about the same probability of discharging so you see random plasma streamers.
