All you got there is a star or planet low in the sky and completly out of focus. That colour flickering or twinkling is caused by the atmosphere which becomes thicker near the horizion and is unmistakable. Dont beleive me...? grab a camcoder, wait till eavning. find a star low in the sky and film it out of focus. thats all you need to do to get the same as this clip

Loks like the star Sirius, just over the horizon, very bright and seems to change color--especially if you look at it thru a telescope or binoculars. Can't tell from this video if the object is moving or the filmmaker is moving. Nice try, though.
