For those of you complaining about the leash: he is likely on a leash because the dogs were still not quite friends. One of the ways to get dogs used to each other to have one or both on a leash to keep a level of control in case either one decides to get too aggressive. The shepherd is the more aggressive of the two, thus his being on a leash.

As for the animal cruelty issue, having a dog on a leash is not animal cruelty and tapping the dog on the nose and saying 'no' is called TRAINING.
