cold side and hot side? sounds like you really know heaps about turbos lol, also i'm pretty sure that the compressor side would always have more pressure then the exhaust side but that doesnt really have anything to do with compressor surge
turbo's spin really fast, a little bit of air being chopped up by the compressor blades (the noise you hear) isnt going to do damage and its been proven that it wont kill your turbo by all the ppl that run heaps of boost with no bov and never have issues

a turbo will have same pressure cold side or hot side .. if there is more pressure cold side it will turn slower and if there is more pressure hot side it will turn faster. having a compressor propeller trying to slowdown too fast will break the center shaft! go check "turbo shaft play" on youtube .. that's what surge does..
COmpressor surge s horrible for a turbo. Ok so say you are on a see-saw compressor surge would be when one of the people on it goes down making the turbo off balance putting alot of pressure on the turbo shaft

wastegate = keep turbo alive, it re-routes incomming exhaust around the turbo to keep it from over spooling, directly saving turbo...
bov just releases pressure and keeps turbo spooling between shifts....

i meant .. if you don't have a wastegate, your turbo will overspool, making more boost, which will destroy your engine
without BoV, your turbo will surge which is very bad for a turbo..
